Overview
The purpose of this one day meeting (hosted by the Office of Community Oriented Policing Services (COPS), the Substance Abuse and Mental Health Services Administration (SAMHSA), and the Drug Enforcement Agency (DEA)) is to both identify the nature of the methamphetamine problem for law enforcement, prevention, and treatment in the New England states and to look at promising strategies that could help stem the tide of this emerging drug abuse threat. The meeting will be both a "listening post" for federal agencies and an opportunity to provide participants with a data profile of meth use in the region. The meeting will provide tools and resources to enhance the region's capacity to respond with a comprehensive strategy.

Jed Barnum has been the Project Manager for the New Champions Crystal Meth Prevention Project at Fenway Health in Boston since 2006. Jed has 10 years of experience in HIV prevention and public health. Prior to coming to Fenway, he designed and implemented a range of HIV prevention and men's wellness programs as Men's Health Coordinator at The Peabody Center in Portland, Maine. He has also consulted for the State Health Departments of Maine and Massachusetts.
James E. Copple

James E. Copple has a long and distinguished career in education, substance abuse, and crime and violence prevention. A nationally recognized speaker and writer in this field, Mr. Copple has served as the Founding President of Community Anti Drug Coalitions of America (CADCA), Vice President and Chief Operating Officer of the National Crime Prevention Council (NCPC) in Washington, D.C., and most recently, President of the International Institute for Alcohol Awareness (IIAA) and Senior Policy Analyst for the Pacific Institute for Research and Evaluation (PIRE). Mr. Copple is a national expert on methamphetamine, having facilitated more than 20 Governor's Summits on Methamphetamine, implemented the COPS Eight State Meth Initiative, and helped design the National Methamphetamine Training and Technical Assistance Center. He is the co-author of the Drug Free Communities Act which puts $350 million into community-based prevention efforts. He currently serves on the review panel for the Office of National Drug Control Policy (ONDCP) media campaign on methamphetamine.

Dr. Edwin Craft was the lead Government Project Officer for SAMHSA's Methamphetamine: The National Summit to Promote Public Health, Partnerships, and Safety for Critically Affected Populations, held in November 2008. During his service with SAMHSA, Dr. Craft has headed the SAMHSA Office on AIDS; provided leadership for the legislative, policy, planning, and evaluation functions at CSAT; and headed up the Critical Populations Demonstration Program. From 1996 to 2004, Dr. Craft's efforts focused on the translating science to service arena, where development of community-specific treatment practices and tools was the focus. He also provided leadership for development of the publication A Provider's Introduction to Substance Abuse Treatment for Lesbian, Gay, Bisexual and Transgender Individuals and the recently released accompanying training curriculum. Dr. Craft is a Licensed Clinical Professional Counselor, and helped establish legislation to regulate the profession of counseling in the State of Maryland. Dr. Craft has held state and national offices with the American Counseling Association and the American Mental Health Counselors Association.
Robert W. Denniston

Robert W. Denniston currently serves as the Director, National Youth Anti-Drug Media Campaign, at the White House Office of National Drug Control Policy. This Campaign - the most visible component of the Nation's effort to reduce youth drug use - involves advertising, media outreach, and partnerships with public and private sector organizations. He previously served as director of the HHS Secretary's Initiative on Youth Substance Abuse Prevention, within the Substance Abuse and Mental Health Services Administration, US Department of Health and Human Services. Robert has a master's degree in mass communications and has served as an advisor to the World Health Organization. He has also served as chair of the national advisory committee for the Robert Wood Johnson Foundation's Developing Leadership in Reducing Substance Abuse program. Robert is a member of the editorial board of Social Marketing Quarterly and recently received a Lifetime Achievement award from the American Public Health Association's Section on Alcohol, Tobacco, and Drugs.
David W. Kelley

David Kelley was selected as the Deputy Director of New England HIDTA in September of 2007 after 25 years of service with the New Hampshire State Police. At the time of his retirement, Deputy Director Kelley held the rank of Major and was the commanding officer of the Investigative Services Bureau. Deputy Director Kelley is a 1980 graduate of Northeastern University in Boston, where he was awarded a Bachelor of Arts Degree in Political Science and Economics. In 2002, Mr. Kelley graduated from the FBI National Academy, and later returned as a guest lecturer for the Critical Incident Management Group at the FBI Academy. A native of Melrose MA, Mr. Kelley resides in Hampton, NH with his wife and two sons.
Mary Lou Leary

Mary Lou Leary was appointed Deputy Assistant Attorney General for the Office of Justice Programs at the United States Department of Justice in May 2009. Prior to that, she served as executive director of the National Center for Victims of Crime, a private nonprofit in Washington, DC, for four years. From 1999 to 2001, Ms. Leary's service at the U.S. Department of Justice included acting assistant attorney general for the Office of Justice Programs, deputy associate attorney general for the Office of the Associate Attorney General, and acting director of the Office of Community Policing Services. Ms. Leary has also served as United States Attorney, principal assistant and then senior counsel to the United States Attorney for the District of Columbia, and director of the Superior Court Division. Her career included extensive trial and grand jury experience as Assistant United States Attorney in the District of Columbia and Assistant District Attorney in Middlesex County, Massachusetts.
Joanna Panagiotopoulos

Joanna is currently assigned to the DEA New England Field Division Boston, MA Intelligence Group. Her duties range from tactical and investigative case support to strategic analysis of drug trends. Since 2005, Joanna's geographic regions of responsibility have included analytical case support in the states of Massachusetts, Rhode Island, and most recently Maine. With regards to the monitoring of drug trends, her efforts have included tracking the pricing, purity, and trafficking trends related to dangerous drugs, diverted pharmaceuticals, and heroin throughout New England, to include all six states: Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont. Joanna holds a Master of Arts degree in Spanish Language and Literature as well as a Master of Arts in International Business both from the University of Florida - Gainesville.
Deborah Spence

Community Oriented Policing Services (COPS) Office
Deborah's duties vary widely at the COPS office, from internal statistical analysis support to overseeing coordination of the COPS Methamphetamine Initiative Training and Technical Assistance grant program; she also serves as editor-in-chief of the COPS Office e-newsletter, the Community Policing Dispatch, which has reported on public safety challenges related to the economy throughout the past year. Deborah's areas of subject matter expertise include meth and other dangerous drugs as well as the economy and public safety, with a focus on the impact of economic conditions on law enforcement operations. Prior to joining the COPS Office in 2005, she was a Research Associate with the Institute for Law and Justice in Alexandria, VA. Deborah holds a M.S. degree in Justice, Law, and Society from American University as well as a M.A. in Modern History from the University of St. Andrews in Scotland.
